Conflicting attendance records and allegations of absenteeism prompt demands for an independent inquiry

Bandipora, Kashmir June 27: Questions have been raised regarding the functioning of the attendance monitoring system in the Health Department’s Bandipora Block after conflicting claims concerning staff presence and geo-tagged attendance records emerged, leading to demands for an independent inquiry.

The issue came to light during a visit by this correspondent to a health centre. A Mid-Level Health Provider (MLHP), when contacted over the phone, reportedly stated that she was at home and had not attended duty on that day. However, the Block Medical Officer (BMO), Bandipora, allegedly produced a geo-tagged attendance photograph indicating that the same employee was present in his office on official work.

The differing versions have raised questions regarding the verification process of digital attendance records.In another instance, an FMPHW was reportedly seen proceeding towards her health centre at around 12:45 PM after learning that media personnel had reached the facility.

Meanwhile, the BMO had already marked her attendance through a geo-tagged photograph, stating that she was on official duty at a local school.

The incidents have raised concerns among residents and health workers regarding the maintenance and verification of attendance records.Residents from remote areas alleged that the absence of staff members has affected healthcare services at government health institutions.

“People travel long distances to health centres seeking treatment but often find staff unavailable,” a resident said.

Another resident alleged that repeated complaints had not resulted in any corrective measures.Allegations have also surfaced that several Mid-Level Health Providers posted at different health centres in the block have remained absent from duty for extended periods without sanctioned leave or any disciplinary action. These claims could not be independently verified.

The reporter had earlier brought the alleged absenteeism, attendance discrepancies, and related issues to the notice of the Block Medical Officer, Bandipora, and the Chief Medical Officer, Bandipora. However, according to sources, no action has been initiated so far.

Residents have also raised concerns regarding the prolonged tenure of the BMO at the same posting, alleging that it has affected administrative accountability. These allegations remain unverified and require examination by the competent authorities.

With concerns being raised over the functioning of the health block, residents and employees have demanded an independent inquiry into the attendance system, verification of geo-tagged records, surprise inspections of health institutions, and a review of administrative functioning to ensure accountability and the uninterrupted delivery of healthcare services.
